A 15-member Review Team from the Department of Environment and Natural Resources (DENR), the National Economic and Development Authority (NEDA),
the Department of Interior and Local Government (DILG) and the United States Agency for International Development (USAID visited last July 11-13 several sites in Regions 10, 11 and 12 and the Autonomous Region in Muslim Mindanao (ARMM) as part of USAID’s SO4 projects’ annual assessment. The team was led by DENR’s Teresita Castillo, under-secretary for field operations.
The team was divided into two groups, with one group traveling to Malaybalay, Bukidon and Wao, Lanao del Sur to visit wastewater (LINAW) and
forest management/solid waste management (EcoGov) sites, respectively. The second group went to General Santos City and met with the Sarangani governor. Some members of the group then proceeded to meet with the provincial governor of South Cotabato and visit EcoGov SWM sites in Koronadal and Tacurong City. Others visited the forest management site in Maasim, Sarangani (EcoGov), where members saw for themselves the development of once almost bare forestlands into pineapple plantations.
Discussions were also held with local officials in Polomolok (EJP). In Davao City, the teams met with city officials for an orientation and discussion on the EcoGov and ECAP activities in the city. Through their interaction with local officials and field staff, the team got first hand experience and information on how written policies are sometimes inconsistent with actual demand and situation on the ground.
The group converged in Davao City on 13 July where they discussed the results of the site visits and reviewed the implementation progress of five SO4 projects. Overall, the assessment team found that the SO4 projects are leading the way for a more client-oriented and multi-sectoral approach to solving ENR problems. According to a team member, the site visits made the evaluation group realize the importance of a collaborative and decentralized policy and approaches in responding to issues pertaining to the management of solid waste, waste water, air pollution, and forests.
